Scout question - pve stealth

I remember being able to re-stealth after running a bit if I missed critical shot on a mob.
I looked on issue tracker to the best of my ability and see some work has been being done in regards to stealth. The only thing I've found that is similar is from a site unknown to me and has to do with clearing aggro on another player's pet being sent to attack you. aHa! Found this in tracker.. but it seems to be using info that started on patch 1.80 to invalidate?

At 1.65 patch level, aka Uthgard, stealthing does not drop aggro. The only way to lose aggro is to not hit the mob and kite out of it's tether range. Stealth dropping aggro was changed at a later patch.

Maybe putting that mechanic back in would fix the rvr stealth issues?
