A question about freeshards

Well i've been playing on servers, like Uthgard, through DAoC Portal for about 2 months now. Was initially Purga, then Hope and now i think ive settled here in Uthgard (only one where ive posted on the forum).
My main question is as follows; If every server uses the Dawn of Light Emulator, why do different servers have different things implemented. Im not talking about xp rates, drop rates and instant lvl 50. Those factors are superficial. What i'm talking about are the zones (such as SI, TOA etc.) classes (cata) and lets say mounts. Please dont mis-understand my question, it's by no means a complaint (i love the server (feel like i have to actually work to level, like the good ol' days of camelot), but i dont understand why, if every server is running the same emulator, why dont "they" share their collective knowledge of coding? The answer to this question is quite simple: compatibility. Although you talk of DoL emulator, there are actually several different versions of it. Moreover, a lot of people are not too happy with the way the emulator handles different things. This leads to server-specific improvements which finally result in scripts not being compatible as such.
True: There sometimes is code exchange but in most cases this requires a lot of adjustments. In some situations this is more difficult than doing things from scratch on your own. Happy hunting!
