what is this new stealth cap mean? what changed? what is live like compare to how uthgard was?

second question:
how does shield weapon skill work?
does it use your weapon skill? does shield have its own weapon skill?

i noticed my slam missed alot. and as a scout i have low weapon skill. is this the reason? if i had like 29 weapon spec will my shield hit more often? hit harder? no effect?

i asked people in game and:
1 high rr said shield used weapon skill.
2 said shield has its own skill.
a like 8 said they have no idea.

any help?

well the document I read from the alleged orginal tester of the hidden shield weaponskill factor indicates that chance to penetrate evade/parry/blocks using a shield is was linked to the ws of the mainhand weapon. Problem is..there are about 2 million other posters and 'tests' that claim that ws is not linked to the "miss/hit" factor at all but is only useful in determinign chances to penetrate defenses (block, evade, parry). I am not really in a position atm to lean one way or the other empirically but if i had to guess (through my research so far) I would think ws should not have anything to do with to hit/miss rate in and of itself but is however a factor in damage done when the hit is applied.

A problem with that test is that the poster did not include their logs nor any measure by which to gauge their work other than by accepting their word at it. Even people with best intentions can be fallable.

As far as a note on stealth...I noticed last night onmy level 50 ranger that 1+12 stealth speed is now equvilant (or at least appears to me) to the prior level 50 speed with mastery of stealth 2. I can't say whether this is true or not with complete certainty but there is definitely a difference.

like what a few already said....

from what people told me, slam is based on your weaponskill from your main hand ( when you are equiped with the shield ) but i never read it on any of the up dates to comfrim it.
