I heard that a BG for the lower levels is being considered. Any idea if this is true and when it might get put in?

Doesnt seem to be so. But you could ask gms to do an event for lvl 1-30, or something like that.

Just for note. Level 1-30 BG and Level 31-40 BG will exist very soon as we change the way RvR works on Uthgard.
