when i can use weapon effect?

hi on motog's calculator i see lvl 40 for asterite charges, does that mean that it will work only when i am lvl 40+ ?

Effect means, that your proc/reproc/charge/whatever works on your weapon, and not, that it will give your weap a glowie.
It says, that you need to be above lvl 40 to be able to charge/proc/reproc/whatever this enchancement off your equipment. |
