On live it no longer factors in the gem quality when you OC an item - how does it work on Uthgard?

Do you still have to craft 99% gems as well as a 99%+ item to get a good chance of not killing yourself with max OC, like it was before the live changes?

Yes, and the amount of imbue points is definied by the quality of the item not only on itemlevel - like it was before the crafter changes in 1.84/1.87.

What about Non OC? do you still need 99 gems?

so a level 51 wep can have 32/32 and have 95, 95, 96, 97 qual gems and be ok?

32 imbue points is only for 100% items
99% items only have 28 imbue points on Uthgard
