As visible from the picture it is gem 564, at that moment gemcutting is 553 and evocation is a bit hgher. This is from spellcrafting and as all people do i craft orange and not far from my level. But even when they become yellow is still the same... till 500 was ok from 500 to 560 took me 2 days with many fails. In tailoring blue items that take long to craft with many fails I repeat on blue items. So it's not about the level.

Color is only a general indication - the skill level vs evocation is where the check is performed. You'll have significantly improved success chance at equal or greater evocation

Well if color is yellow it means the skills are about the level of the gem, if the color is blue it means your skills are higher than the item you craft .....Let me show you another picture the gem is already blue and is lvl 564, my evocation as can be seen in the picture is 575.
