Enchanting as a Spellcrafter

When I played Mythics servers, I was always able to Enchant crafted items with my Spellcrafter using the coppery, silvery, golden and mithril enchanted dusts.

Here I get a message that says 'This item can't be used to Spellcraft'

Is this a bug or was it disabled here on purpose?

it is not implemented
you have to enchant your items at the Enchanter NPC
