Armorcrafting and base leather quality

Hello,

Would anyone be kind enough to teach me what the impact of the quality of the underlying leather piece is on a final scale piece crafted using armorcrafting? If I want 99% scale armor, do I need a 99% quality leather piece? If so, using this 99% quality leather piece, is therea chance of creating <99% quality scale armor?

I've been trying to google this and couldn't come up with any useful information.
