As far as i know u should be able 24,5% pieces of 99% quality if your skill is 50 points above the required skill. At this skill level (50 points above req skill) there should be no quality 94 and 95 anymore.
on uthgard this seem to be different: there are still quality 94 and 95 items. I estimate the chance of making a 99% quality piece to about 16,5 %.
i dont want to complain - i just want to know whats going on here.

the result would be that the prices for crafted stuff must be much higher here than on regular server.

please talk about your experiences concerning that issue

uthgard uses the classic crafting system. You always could get level 94% items no matter what skill you have back then.
