What items have them on alb? is it just dragon drops and legion?

albion has no access to s/c charge items ... even with SI there is none (Dura'ek's Cloak of the Embrace had none within this patch state...)
even the Flute of Balefire seems to be way beyond 1.65...

There's no dex quick charge anywhere either?

Dragon caster ring, and some drop from Evern, dont know which though.
