Epic quest for The Church of Albion at LVL 25 ?!?

Hi at all,
I have to do the Paladin epic quest LVL 25. I have read that I shuold kill Nohra'gar, a mob finding at "Avalon Island". That zone is not implemented yet. 8O

I'll have to leave my plan, or there is another way?

Afaik, the epic quests aren't implemented for levels 21-39. :)
