Why ALL realms but albion have that trainers in the border keeps to power relic maps?

Albion got Siegecraft Merchant in Snowdonia if i remeber correctly..
Seems each Realm got other things in Boarder Keeps.

Albion's trainers are in Swanton keep which is nearby.
