Stone of the Visindakona (Epic 1) quest broke?

I've tried /use'ing it on Orgul's attackable human phase, his skeleton phase, and his aligned-to-realm phase. None work, the hell is going on?

Put the item on your qbar. Then use it (U on my computer) and then click your qbar. This usually takes care of it.
