I believe the cookie-cutter will still remain 38 pac 33 mend 19 aug.
It is frontline celerity, and speed, and you get a decent heal (the 31 mend one is not worth it since we don't get reduced cast time on it).

In a 3 healer set-group you might see something different.
Like secondary pac goes 40 mend 36 pac, and auger goes 40 mend 36 aug, while main pac is either 38 pac or 44 (still a bit unlikely, since you loose a lot of utility compared to what you get, high value mezzes are still done with red single-target anyway).

The 100% rez is actually very good, since you get 50% power and half the rez ill timer compared to other rezzes.

When you are exping you go as you always should. 4 pac (first pom), 2 aug (first haste, 5 if you want first speed), the rest into mend.
Then you respec at level 20 out of mend and into 18 aug, rest mend (you keep 4 pac).
At 40 you respec again to your goal (just remember to not go over 33 mend before 40, incase you want to be pac).
Before 40 you might get 26 aug, depending on the groups you play with, for the second celerity, instead of all i mend.
You should never get 32 though (for yellow) before 40, since it will gimp your healing abilities too much.

Thanks for the answer :)

I got another question though. Doesn't the resists matter that much for resistrate and mezztime ? Considering that hibs will possibly have red body resist from warden and albs will always have yellow body resist.

It does matter, actually quite a lot.
Because of that an aug healer should actually be 39 mend 37 aug, and not only 36, but if you actually use the 100% rez I would still prefer it over more resists. If you never use it in fights, then you don't need 40 mend.

I mean for the pac healer mezz, cause the red one will last longer and will get resisted less (not sure about that?!) against higher resists than the yellow one
