There are always exotic speccs and chars/players around in these games, it ´s not easy not being mainstream, but you can do your way too, it ´s just harder. But as said before, I would go with shield.

I would just suggest 50 Spear, 42 Shield, 37 parry

Few reasons:
42 shield gives you the 9 second slam to get beside your target and do the side spear chain and basically kill anyone
37 Parry with a 2hand spear will generally hit the 50% parry cap once your gear has + parry or you have group buffs
You never need to attack with a 1hand weapon, just have your shield out and switch to spear to attack(takes some timing)
Spear does Thrust damage, your healing targets wear chain and are vulnerable to you
There really is no reason to go LW for a back stun when you have shield slam to do that.
Spear ahs a hard hitting snare from behind, you target cant get away even after shield slam stun

You need points in your 1h line for ws. To penetrate enemys defense. So I would Do 50 Spear or LW. 50 shield Rest, 28 i think 1h.

Really??

For Hibernia your damage and weapon skill is determined solely by your Strength and spec in LW/CS. Only Albion has to spec in the 1h line to raise their damage floor with the 2h weapon.

I didnt test it truly, but i played both specs. IT felt like i had a way easier time Landing the First slam in a matchup against a mid or Alb shield bearer when i had 28 plus 11 1h spec.

I Know it should not be that way, afaik shield should have its own weaponskill. Maybe a new lead for the busy Testers around here.
