3263: Cabalist - Spirit spec Movement buff issue

Description

The movement speed buffs for Cabalist pet in Spirit spec line will not apply to pet if the pet has Sorc/Theurg/Hastener movement chants


"The amber simulacrum already has that effect.
Wait until it expires. Spell failed."

Inversely, giving the pet the speed buff prevents it from gaining movement speed chant effects


*I have not tested if Minstrel speed does this*

Reproduction Steps

1. Summon a cabalist pet
2. Allow it to gain movement from a Hastener of class with speed chant
3. Attempt to apply Spirit spec movement speed buff
4. Note 'target already has that effect' message & resist

1. Summon a cabalist pet
2. Apply Spirit spec movement speed buff
3. Attempt to allow it to gain movement chant or Hastener
4. Note no change to buffs in pet window

Intended Behavior

The buff for Pet movement in Spirit spec should not conflict with movement chants if not overwrite them

Evidence

I have no evidence of this- only that the pet specific movement buffs were introduced in 1.62 and make no mention of regular movement effects regarding the pet
