3390: Crafted arrows no longer stacking properly.

Description

Since this morning (01/28/2017), crafted arrows are no longer stacking properly. They still stack when crafting, but you cannot stack split stacks together as demonstrated in the video linked.

There might be quality issues related, hard to test.

Reproduction Steps

1. Craft a stack of arrows
2. Shoot some from quiver
3. Craft another stack
4. Try to combine stacks
5. Cannot combine

Intended Behavior

All arrows should stack by type no matter what without taking into account quality and whatnot.

Evidence

No evidence but it worked perfectly yesterday.....
