3672: Unfriending is case sensitive when player is offline

Description

I tried to remove someone who was offline from my friend list (let's say Steve) with "/friend steve" but it didn't work (complained no such player online, see attached). Then I tried it again as "/friend Steve" and that worked. I don't think it should be case-sensitive.

Reproduction Steps

1. Friend someone
2. Wait till new friend is offline
3. Try to unfriend them with case errors

Intended Behavior

Unfriending should be case insensitive even if the player is offline. It works that way if they are online.
