3775: Stat debuffs incorrect values

Description

Stat debuffs do not debuff correctly on a buffed target.

Reproduction Steps

1. Buff yourself
2. Get stat debuffed
3. Observe it has the same value as the delve regardless of buffs

Intended Behavior

On live on a buffed target a 48 Dex debuff takes away -60 dex. A 69 delve d/q debuff takes away 86.
