4007: unable to create high level pets on bondancer lvl 35

Description

Was able to create lvl 30 commander / 33 defender / 30 healer at lvl 34 but when leveled to 35 I have to cast lvl 24 healer as I get message that commander has max pets

Reproduction Steps

1. lvl 34 bondancer can create high level pets
2. lvl 35 bonedancer can't
3.

Intended Behavior

Should a bonedancer be able to create three highest level pets?

No evidence available sorry. as I have leveled I am unable to re create high level pets
