4147: Theurgist air pets do not stun at proper range

Description

On live, theurgist air pets will start procing stun at 1000 range. On Uthgard, they only proc stun when in melee range.

Reproduction Steps

1. Cast an air pet
2. Watch it never proc stun unless in melee range

Intended Behavior

Theurgist air pets should have a chance to proc stun once they are in 1000 unit range from the target.

Have looked at every single patch note from live daoc. There was no change in air pet stun behavior between 1.65 and current live state, which suggests that current Uthgard air pets are not 1.65-like.
