Killed Director Botok in tepok's maybe times over the course of a few hours, and he never dropped a single thing excluding coin. Alla says he should have a very high droprate on weapons.
(I would also look at Whisperer, Morvel Glyne, Sarel Sebian, and Tuder Glyne).
