4373: Other players most stand on a horse instead of a riding anim

Description

Issue #0912 - marked as solved, but is not solved.
Nearly 8 of 10 other Players seen riing on a horse, are standing instead of a riding animation.

Reproduction Steps

1. Walk through Midgarth along the horse routes and simply watch.

Intended Behavior

The riding animation should take place instead of a standing character on a horse

Evidence

No proof needed that this is not correct behaviour.
Riders have to ride and not stand on a horse. This reduces the great atmosphere whileplaying on your great server.
