Description

short bow (hib) drops in frontier zones ROG have no stats. 4 short bows of many levels dropped having no stats

Reproduction Steps

1. kill mobs as hib and wait for rog short bow to drop
2. delve rog short bow (hib) will have no stats
3. bow is of level with no stats

Intended Behavior

the formula for rog short bows (hib) needs random stats assigned to it.

Evidence

ROG (hib) short bow drops should have random stats of equivalent level, oversite.
