4739: Shaman Buff Reflect Damage no Range

Description

I got buffed by a shaman before he took a horse:
He gave me a red reflect damage buff.
I had the buff indefinitely with no range issue.

Reproduction Steps

1. Have a shaman buff the reflect damage and run out of range of conc buffs
2. The person buffed will still benefit from the buff even when out of range of conc buffs.

Intended Behavior

All conc buff even the shaman reflect damage buff should have a maximum range of effect like all other buffs.

Evidence

No evidence needed, all conc buff should work the same way.
