Description

Finish the quest from Banba for the Spinner's Cloak at lvl 9
Equip Cloak
Cloak fails to affect you.

Its a reopen of issue:
2997: Spinner's cloak bonus lvl 18 but item lvl 9

I got this item today 13th January 2019, the cloak still fails to affect a lvl 9 character.

Reproduction Steps

1. Be level 9 character
2. Complete quest
3. Equip reward
4. See "fails to affect you."

Intended Behavior

Quest reward should be able to affect you if you can complete the quest.

Issue was invalid:
I've validated the bonus level is correct for the stats on the cloak.
