0796: Start NPC (Amynda) for 'The Piper's Price' quest missing

Description

The start NPC Amynda (merchant) for the quest 'The Piper's Price' isn't in Innis Carthaig. So the quest can't be started.
This would be a really nice quest for starters/people who doesn't have that much equipment.

1. Take a horse to Innis Carthaig
2. Look around

Intended Behavior

Introduce Amynda and the quest 'The Piper's Price'.
