0924: Can't combine Proc to Weapon

Description

Trying to combine a level 31 crafted sword and a level 20 fire proc. It says that the "tincture is too weak to recharge that"

Reproduction Steps

1. Have level 31 weapon & level 20 proc
2. Trying to combine
3. Will come up with an error

Intended Behavior

Never had an issue with this ever that I've known of playing the game. Code should be fixed to allow combining of a lvl 31 weapon & lvl 20 proc.

Evidence

I don't have the time to gather evidence on this, but I have never had this problem ever playing the game at any patch level I can remember.
