Spellcraft: What are the max bonuses?

I tried looking but could not find any answers.
What are the max bonuses for skills and stats you can have on equipment at each level? Is there some formula that a level 30 character can have X bonus to a skill and Y bonus to a stat?

pretty sure its 1.5 * your lvl

for resists .5*your lvl +1

now for skills I would think its 1/5 your lvl +1 ?

if some one knows for sure please post !
