Does Flute mez speed cast affected by DEX?

Minst > Cast AE mez once > it pulses on all "successfull" lands > until you play a different song?

nope, AEMezz is a 'cast' like all other casts, only the flute mezz (single mezz) is a song, and ticks every 6 seconds (if im right) ;)

I dont play my minstrel much anymore but I have seen it work both here and live if you have time to wait for the recast time of the pulse an target another it mezz's that target and all other's you target the same it has always worked that way it is a song and pulses thus anyone enemy/mob targeted will get mezzed only bad thing is the timmer of the pulse to mezz is very long now here and live so it is faster to recast each time for each target
