Power is by far the biggest issue for clerics. so you will want:
-Serenity (2 is good, 3 rocks for pve, but costs a buttload of pts)
-MCL (mcl 1 is ok, once you get mcl 2 though, you may never want to go back)
-some clerics like raging power. this is usefull if you shear a lot. otherwise healing and good positionig should keep you out of comabt long enough to use mcl instead.
-ive heard of people buying etherial bond or aug acuity, but i cant immagine that its worth it. but without testing it myself i can't offer any advice either way. he only toon i cleric i ever bought aug acuity on was my buffbot on live.

Actives:
-DI 1. (DI 1 is usually sufficient, DI2 is quite yummy though)
-purge 1. although one of my clerics doesnt have purge, purge is somewhat standard for any toon in rvr. in most cases you can heal if rooted, and should be demezzed if mezzed. but every now and then you will have to clear a cc.
-PR 1. insta rez owns. although that being said only one of my clerics has it.
-moc 1, is viable at low rr if you are an aggressive shearer. it will make your heals useless, but it will help you shear and interupt.

things i wouldnt worry about till high RR:
-BOF (only really usefull at lvl 3, althoguh 2 is ok. but this is not really a toy you can afford at low RR)
-MOC 2 or 3 (good for healing until you run oop even under pressure. this is severely limited by power toys on uthgard, so it is very underpowered.) good for push groups though who only have short fights.

healing passives:
-mastery of healing
-wild healing
if you dump enough points in these, they can make your efficient baseline heals actually usable in pvp, which can do a lot to conserve power. they wont keep people up vs a zerker train, but they will be of just as much use to you as serenity would be.

and of course...
-aug dex, because casting faster is a good thing.

Netchel brought up the most important RAs, but as a general guideline for after Thid:

4l2:
Sere 3, MCL1, Purge1, Pr1, DI1
6l0:
Sere3(or 4 if you ditch MCL2), MCL2(or 1 if you want Sere4), Purge1, PR1, DI1, Dex3

After that you are pretty much free to take whatever, higher DIs or BoF2/3 would be the standard i guess.

I d always go for sere2 and MCL2 as fast as possible. Much better than sere3 imo.
