SC question please

OK im working on SC and ran into a few questions..
1- what level do you need to fill a level 51 item..
For those who wanted to know.. Its 601 you can do 28/28

2- Someone told me that if you put 3 gems in when ocing and add 4th you dont die you just loose gem not item..
I have to call BS on this.. Or does this start at a level..
I tried something that the site said i had a 35% chance to do.. +2 over .. And boom dead..

I tried and lost item and spellcrafter :D
On live, i think you don't loose the item, only gems, but maybe it's a post 1.69 change.
Btw, if u put 3 gems, and add the 4th later, ou gain no bonus from the 3 gems alredy in items, there are considered like 94%. That's how it worked on live.

Any gems not no the piece are assumed 94% quality, so that can affect overcharge success.

Not losing item was a change from 1.87 which we will not take on Uthgard
