Multiple tradeskills

I'm sure this has been asked before but I could not find it answered in the first couple of pages here.

what is the restriction for leveling up alternate trade skills. I think it used to be half of the main path you chose?

Say I'm 700 AC, then I could only raise WC or Tailoring to 350, correct?

Should be 70% of main skill and from what I remember the 3rd skill is 30% of main skill
