As I understand it, to finish this quest you must help take the keep at some point, then RP out of the battle ground. My question is this: Does the Battleground Medal of Valor work? I it should be in at the is patch level. It was implemented in 1.60. Also, when I go to battlegrounds I have noticed the Realm banner for the keep holder up. According to patch note after the keep has been held for the 45 minute requirement a banner will go up.

The Medal of Valor is working properly. I did it for Caledonia and got probably half a level worth of experience at level 36.
