Low matter and spirit to cap parry is a bad trade within the template in my opinion.
If you plan to group, 8v8, you will need capped if not close to cap matter and spirit for Druid Roots and Theurg Ice pets respectively. I would only try to cap parry and dex if those resists are 25+. You will need all mp items and higher utility jewelry to get close to a full template with capped parry and dex. Here is what I plan to run as soon as I can get my hands on a Dragon Bracer. Its expensive as hell, but worth at high realm rank. Im a Norse Skald, so I had to use cold resist racial to even out the temp. I wanted an all mp template for: more imbue points and eventually better AF/DPS at 5L0, capping everything, because my toon was created also for soloing and, last but not least, for saving as much as possible on the jewelry.
This is the TP i created and wearing.
Note that unfortunately you lose some points on energy and matter resists (and 1 point on heat) when wearing the 2H weapon, that's why i always go with 1H and shield, unless i'm sure that switching to 2H is pretty much safe (and preferable). If you value energy more than heat, you can switch that + 1% heat on the 2H weapon with + 1% energy. On Uthgard 1.0:

Top template is WITH Sword/Shield Equipped. Bottom template is the same template but with Dragonstorm out. If you don't have DS you can use an MP 2h with similar stats that I have listed right below the bottom template. You only lose 2 str and 2 matter resist but the strength in the template is purposely already overcapped to cover the 2 str you lose. Cold is lower with 2h out but the racial resist makes it 26 still.

Hello guys, maybe someone here can help me i look for a skald template full 99 % . cap str/dex/con/charism/parry and hammer. And best resist ofc. It s for solo and i dont care about quickness.

Found a bunch of really good high utility rogs on CM, and put this together. I am not sure how much more value I can squeeze from it. I wanted to get the most with my two hand out, and so far this is the best I can come up with.
