There is indeed an active quest list, however it still needs to be confirmed and updated. I put off posting this to give the author credit but I cannot find the original post now. May have been on reddit and was buried over time.

Here is the Google Doc. I recommend printing out a copy to take notes on before doing any editing on the actual spreadsheet.

You ´re talking about kill tasks, or xp loot items that have to be given to a npc?
XP loot is like Samirane said sadly still not implemented.

For Guardian Kill taks you ´ve to talk to named guards only and you ´ve to /whisper task to them, should work till level 20.
