I've observed that buffs have a range but also that they work out of group.

Therefore a lvl 50 can buff a lowbie and stand around. If there are two active players and not someone running 2 accounts then this is not a violation of rules correct?

Do timed buffs have a range? If I throw my Damage Add on someone I see running around this buff will still work for them right?

Yep, but if you are afk its called BuffBotting (even if it is a timed buff).
