In Albion exists a belt with 20% haste charge, which lasts for 10 minutes. Are there some similar drops in Hibernia ?

i think you are wrong there are not such drop on alb

Can you please tell me the name of that item and the mob that has it in it's loot table? Or even the zone?

I guess you mean the Belt of technique (Dartmoor droped by Legil) with 17% haste. The items is actually correct as it is in allakhazam. And if you ask why does this drop in albion and not in hib, you actually have to ask why the belt in braemar dropped by scorpions for hibs is way better then the one droped for albs?
Edit: The charge is instant on uthgard and 3 sec cast time according to allakhazam. Alandrian

Jep, i meant that belt. I thought it has a 20% value.

the only drop with 20% haste i know is gem of skulling assasine
but this least only for 1 minute i miss my Lady....
