level 25 infiltrator epic quest missing?

I went to dolstram at level 25 expecting my lvl 25 infiltrator epic, but when i got there he didnt have a yellow circle under him. Has the lvl 25 infiltrator epic been changed here? is it even implemented and what about the higher level infiltrator epics?

how does one obtain an Epic armor set? is it implemented at all?

At level 50 you can do a quest for the set.
